Springfield Residents Discuss Trash Pickup Changes

A proposed change to waste and recycling rules in Springfield has a lot of residents talking today. For now, the proposal calls for waste and recycling fees to be part of monthly CWLP bills.

Basic residential trash service would be $13.75 a month, and the recycling fee would go from 50 cents to $1.50.

Alderman Cory Jobe, who's spearheading the changes, admits more work and discussion needs to take place before the proposal becomes final.

If you live in an apartment, it looks like you caught a break.

"Right now, this ordinance is just residential zoning," Jobe said. "R1 to R4. So if you are a tenant in a multiple-unit complex, that is probably a commercial account from CWLP. So, this focuses only on R4 to R1. So any units four or less would be impacted by this ordinance."

Jobe said under this proposal, you will not have to change trash companies. If you only have one garbage can and you pay $11.25, Jobe said you should receive a rebate from your waste hauler.

And for those who can't pay, Jobe said the amount would be pro-rated.

A vote on the proposal could happen as soon as October 16. If passed, the recycling fee would be phased in early next year. The garbage billing changes would go into effect no later than 2014.

Last night, about 100 people showed up to a town hall meeting at South Side Christian Church to talk about the issue.

Those we caught up with said they're concerned about the proposed rebate process for people with only one can. Other concerns involve those who share services and business owners who pay for dumpsters.

Many think there is only going to be one hauler, but according to the proposal, that's not true.

"There's no going to one hauler," Springfield resident Sharon Riffey said. "No one is going to lose their service. It's all being blown out of proportion."

Springfield resident Doug Kamholz said, "They say that 30 percent of the residents are only paying a one-can price, but they are going to charge everyone a two-can price."

Two more meetings are scheduled. The next one is tonight at 6:00 at Wanless Elementary School. The next is set for October 4 at the Prairie Heart Institute on East Mason Street.
