Jack-O-Lantern Spectacular

October 17 - 18, 2014, 6:30-9:30pm

The annual Jack-O-Lantern Spectacular and Carve for the Carillon were founded by Rees Carillon Society Board Member Brenda Poston. These events are inspired by the Jack-O-Lantern Spectacular in Providence, Rhode Island - featuring the talents of professional artists only. Springfields event differs in that everyone is invited--from students, individuals, families and artists--from the community to participate and carve their own pumpkin at Carve for the Carillon (the second weekend each October).  The following Friday and Saturday, more than 2,000 illuminated hand-carved jack-o-lanterns are displayed around the Carillon and the Washington Park Botanical Garden - showcasing carving talents of area residents, artists and District 186 students. Springfields events are participatory and family-focused.  JOLS features special Carillon music, lighting, sound effects, a unique Tree of Lights and food vendors.  Fundraising proceeds include corporate sponsorship and admissions.  Attendance ranges from 5,000 to 8,000 annually.

Private Co-op Offers Rural Water Service
If you live outside a city water district, consistent water quality isn't always a guarantee. But for a few rural neighborhoods east of Springfield, that could change soon.

It's all thanks to phase two of construction by Round Prairie Water Co-op, a private water service started by rural residents in 2008.

Their first phase laid down nearly 24 miles of water main, supplying 220 homes. Now they're asking other areas east of Springfield to sign up by July 1st if they'd like to be a part of phase two.

Brian McMillen Memorial Run/Walk

ISP Trooper McMillen was tragically killed in the line of duty at the age of 24 by an intoxicated driver on October 28, 2007, while responding to a request for assistance by a local officer. Trooper McMillen was assigned to District 9 Patrol in Springfield after having just graduated from the ISP Academy nine months earlier.

During his college years, Trooper McMillen attended LLCC and worked in the Veteran's Affairs Office, and went on to earn a bachelor's degree in Criminal Justice from the University of Illinois-Springfield.

Trooper Brian McMillen was a decorated veteran having served as a Technical Sergeant in the Illinois Air National Guard's 183rd Security Forces Squadron Fighter Wing, where he participated in overseas deployments to Saudi Arabia, Romania, and Italy.

Trooper McMillen was an athlete and devoted runner. The Lincoln Land Community College Veterans Club keeps his legacy of service alive by honoring his accomplishments with the Brian McMillen Memorial Run/Walk. Proceeds from the event provide financial support to veterans attending LLCC through the Brian McMillen Veterans Scholarship Fund.

Registered Run/Walk participants can choose to walk 1-mile or run in the 5K/10K races.

How to Avoid Dishonest Contractors
Madigan offered these tips to residents and businesses from being targeted by dishonest home repair contractors:
Be wary of contractors who go door to door to offer repair services. Ask for recommendations from people you know and trust and, whenever possible, use established local contractors.
Call the Attorney General's Consumer Fraud Hotline <>         and the Better Business Bureau to check out a contractor and to learn if any complaints have been filed against a particular business.
Even if there is a need to act quickly, shop around for the best deal. Get written estimates from multiple contractors, and don't be rushed into a deal.
Get all of the terms of a contract in writing, and obtain a copy of the signed contract.
Never make full payment until all the work has been completed to your satisfaction.
    Never pay in cash.
Be aware that you have the right to cancel a contract within three business days if you signed it based on the contractor's visit to your home.
In the case of disaster repair, you have an additional right to cancel. If your insurance carrier denies coverage, you have the right to cancel the contract within five days of when your insurance carrier denies your coverage.
Madigan also reminded consumers that the Illinois Home Repair and Remodeling Act requires contractors to furnish customers with written contracts for any repair or remodeling work costing more than $1,000. A contract must be signed by both the customer and the contractor. The law also requires contractors to carry at least minimum amounts of insurance for property damage, bodily injury and improper home repair. Contractors also must provide consumers with an informational pamphlet entitled "Home Repair: Know Your Consumer Rights."
Madigan urged Illinois residents who think they have been scammed by a home repair contractor to contact her Consumer Fraud Bureau hotlines to file a complaint:

Purple Day was founded in 2008, by nine-year-old Cassidy Megan of Nova Scotia, Canada, with the help of the Epilepsy Association of Nova Scotia (EANS). Cassidy chose the color purple because in some cultures the lavender flower is often associated with solitude, which is representative of the feelings of isolation many people affected by epilepsy and seizure disorders often feel. Cassidy's goal is for people with epilepsy everywhere to know they are not alone.

Operation Reunite
Illinois treasurer Dan Rutherford is trying to reunite veterans and their families with lost military medals, ribbons, dog tags and paperwork that was left in unclaimed safe-deposit boxes.

Rutherford says his office has 110 unclaimed medals collected from boxes, including 16 Purple Hearts. One medal even dates back to the Spanish American War.

He says some of the material may have been put in a safe-deposit box by people who eventually died or who have since moved.

Rutherford's working to connect the medals with their former owners through a program called Operation Reunite.

Rutherford says he hopes someone will recognize the names, so the items can be returned.

Festival of Trees Needs Volunteers
Press release from Memorial Medical Center:

Memorial's Festival of Trees Seeks Volunteers for Holiday Event

SPRINGFIELD - Memorial Medical Center Foundation seeks volunteers for its annual Festival of Trees event, which will be held Nov. 23-Dec. 1 in the Orr Building on the Illinois State Fairgrounds.

The theme for the 24th annual event is "Rejoice!" "The Festival of Trees is a family-oriented event that has become a tradition for many people in central Illinois and features more than 160 beautifully decorated trees and wreaths," said Elena Kezelis, executive director of the Memorial Medical Center Foundation.

More than 1,000 volunteers are needed to assist with a variety of activities, including admission, train rides, decorating gingerbread cookies, assisting in the holiday kitchen and gift shop, and helping children with crafts.

The Festival's hours are 10 a.m.-8 p.m. on Nov. 23, Nov. 25-27 and Nov. 29-30, from 10 a.m.-5 p.m. Nov. 24 and Dec. 1; and from 4-8 p.m. on Nov. 28 (Thanksgiving Day).

Volunteers must be at least 14 years old and can register at, where they can view open time slots and request a preferred area.

Every effort will be made to accommodate requests for a preferred area, Kezelis said. However, volunteers are needed in all areas to ensure a successful event. Volunteers receive a Festival of Trees commemorative pin and free admission on the day of their shift.

Memorial's Festival of Trees began in 1989 as an event to benefit the healthcare programs offered by Memorial Medical Center. Since then, the Festival has raised more than $3.2 million for projects and programs at Memorial, including Independence Square, Hospice, Memorial's Regional Cancer Center and Memorial's Regional Burn Center.

For more information about the Festival of Trees or to be a volunteer, contact the Festival of Trees office at (217) 788-4301 or visit the Festival's website at

Forever Home Feline Ranch in Rochester
"Forever Home Feline Ranch (FHFR) is a not-for-profit volunteer animal welfare group, registered and inspected by the State of Illinois. We are recognized by the Internal Revenue Service as a 501(c)(3) charity. We are also a PetSmart Partner, registered with PetSmart Charities.

Our threefold mission is to provide every cat in need a forever home, be a sanctuary where cats will have a second chance to live a full life in a no-cage, no-kill environment, and to lead the effort to make Central Illinois a no-kill community by ending euthanasia as a method of controlling feline populations.

FHFR is supported solely by community donations and fundraisers. Contributions are tax deductible to the extent allowed by Section 170 of the Internal Revenue Code. We are administered by a Board of Directors and operated by a small but very dedicated group of volunteers. We are always looking for more volunteers as the number of cats in our care continues to grow. We conduct off-site adoptions at PetSmart and Ace Hardware (Walnut Street). Our adoptable cats are listed on Petfinder. We have saved over 400 cats since our inception in March 2009. 50% of the cats at FHFR are sanctuary cats, meaning their forever home is the Ranch. The other 50% are adoptable and can be seen at our off-site adoptions."

Save the Roseland Theatre

The End of film is near! Hollywood movie studios have advised theatre owners that by the end of 2013, 35mm film will no longer be made and distributed to theatres. Instead, movies will now be sent in a digital format which requires new projection equipment. The Roseland is in need of this new technology to stay open. The bids to purchase and install this new equipment came in at $51,937.23. Eisentraut Theatres hopes to raise $40,000.00 to help with the conversion costs and guarantee the Roseland will stay open for generations to come.

If the fundraising campaign is successful, installation will start on the first week of August 2013.

Fund for Manchester Homicide Victims

An effort is underway to raise money for the burial of five people shot to death this week in the small central Illinois town of Manchester.

A spokeswoman for Peoples Bank & Trust says a fund has been set up by a friend of Rita Luark, the mother of one of the victims and the grandmother of the two young boys who died, because Luark cannot afford burial costs.

Spokeswoman Lorie Doolin says the fund has been set up in the bank's branch in nearby White Hall. For more information, visit their website,

Signs and Symptoms of Childhood Stroke
From the Brendon Smile website:

It is vital that we recognize the warning signs of an acute stroke and realize that a stroke can happen in children. The following are warning signs/symptoms of an acute stroke, and vary according to the age of the child:

  • Newborns- seizures, apnea, poor feeding, decreased tone, unilateral weakness, and other signs of depressed function in the immediate newborn period. Around 50% of strokes that happen in the perinatal period are not recognized until infancy or later when the child shows early hand preference (e.g. before 12 months), or other delays in motor, language, or cognitive development.

  • Infants and Young Children- acute stroke in this age range typically appears as a sudden change in function with hemiparesis, with or without seizures. Often in this age group stroke occurs with fever, headache, and lethargy as well.

  • Older children- acute stroke presents similarly to younger children but sudden disrupted language/communication may be more commonly recognized in this age group

National Walking Day

These days, adults like you are spending more time at work than ever before. An unfortunate side effect is that, as a nation, we're becoming more inactive. This is a problem when you consider the fact that physical inactivity doubles the risk of heart disease!

But take heart! It's a problem you can help fix by convincing your company to take part in the American Heart Association's National Walking Day.

On this day, employees are encouraged to wear sneakers to work and take at least 30 minutes out of their day to get up and walk. It's a great way to raise awareness of the importance of physical activity and to give your coworkers a friendly push toward a healthier life.

Funny Money: If You Receive Counterfeit Money

Suggestions from the Secret Service for handling money you suspect is counterfeit.

  • Do not return it to the passer.
  • Delay the passer if possible.
  • Observe the passer's description, as well as that of any companions, and the license plate numbers of any vehicles used.
  • Contact your local police department or United States Secret Service field office. These numbers can be found on the inside front page of your local telephone directory.
  • Write your initials and the date in the white border areas of the suspect note.
  • Limit the handling of the note. Carefully place it in a protective covering, such as an envelope.
  • Surrender the note or coin only to a properly identified police officer or a U.S. Secret Service special agent.

    Illinois Judge Ratings
All judges running for retention, as well as candidates for Illinois judicial offices who won in the March 20 primary election, have been rated by Illinois State Bar Association (ISBA) evaluation committees, or in a poll of lawyers conducted by ISBA. Results were made available today on-line at

In Cook County, an ISBA Judicial Evaluations committee used the results of a questionnaire, background investigations, and interviews to rate candidates for all judicial offices. Candidates for the Appellate and Supreme Court outside Cook County were also evaluated using this process.

In counties outside Cook, ISBA conducts an advisory poll of members in the circuit or district from which a candidate seeks election or retention. Licensed lawyers who are not members of ISBA may request a ballot. The poll reflects the opinion of those lawyers who choose to respond, and not the opinion of ISBA.

"Voters often have difficulty learning about the qualifications of candidates for judicial office," said John E. Thies, of Urbana, president of the 33,000-member organization. "These independent ratings and polls are based on the views of the candidates' peers, and I encourage voters to consider them when deciding how to vote on November 6."

The ISBA, with offices in Springfield and Chicago, provides professional services to Illinois lawyers, and education and services to the public.

    Illinois Open Data Site
Illinois Gov. Pat Quinn is ordering state agencies to make more data available online and urging local governments to do the same.
Agencies now have to make sharing data a priority when setting up new computer systems. They also have to step up their efforts to find raw data to share.
Information ranging from daily traffic to retail sales is already available. But that's just a fraction of the facts and figures generated by state government.
Agencies have four months to produce a plan for complying with the executive order issued Tuesday.
A "chief information officer" will establish policies to guide the project. Quinn says local governments can use that policy manual to launch their own transparency efforts.
